Queensland Health is implementing its largest infrastructure program to date through the Hospital Rescue Plan. It aims to increase hospital and health service capacity across Queensland by delivering additional beds and new hospitals, and expanding existing health infrastructure. This investment, which is estimated to exceed $18 billion, is essential to reduce pressure on Queensland’s health system driven by population growth, ageing demographics, and workforce shortages. 

In 2025, a review of the former Capacity Expansion Program was undertaken that raised 42 recommendations aimed at improving governance, planning, procurement, cost management, and delivery. Queensland Health subsequently replaced the Capacity Expansion Program with the Hospital Rescue Plan.

Audit Objective

In this audit, we will assess whether Queensland Health has effectively planned and is delivering major infrastructure projects under the Hospital Rescue Plan. This may include assessing the effectiveness of procurement practices for selected projects or how effectively Queensland Health has addressed the issues identified in the independent review.
