The audit focused on the Queensland public hospital system with regard to inpatient flow, including its interaction with external health service providers, and the role of district and Health corporate offices. The audit did not specifically examine the ambulance service, emergency department systems or waiting lists.

The audit objective was to determine whether suitable systems are operating to ensure the efficient and effective management of patient flow including admission to, and discharge from hospital.
